Doe's the film (and tv) industry take this online database seriously? Do they usually frequent the site finding cast and crew or is it more of a fan base?

As far as I know they do take it seriously.  There is a subscription type account you can have which includes more indepth information aimed more at the film/tv industry.

There's an actress who I like and she has links from her website to the www.imdb.com - can't speak for others.

It's quite common for people to contribute info to their own entries, especially people on the technical side of things. It's basically a free online CV / resume for them.
But they don't always take submissions. Shrek 2 had Kate Thornton and Jonathan Ross, they used different voices in the US version. But when we contacted IMDB they refused to list the UK version and would only list the US credits.
