I would imagine so. Insane rather than dead, though.
My answer is not based on science. It's just a thought.
It could prevent them from sleeping or relaxing and that could make an impact on their mental health.

Powerful sound can kill by the sheer energy alone. I'd have thought continuous lower levels of sound likely to mess folk up mentally.

I am not talking about Elvis preley played loudly by uour neighbours scenario, i was thinking more of a dorothy l syers book i oncw read where a man ws imprisoned next to the bells in a bell tower, and was found dead. What would be the mechanism to cause death?

bedknobs i have read that book....apparently its factually not true that the noise from bells would kill, although you might end up deaf. it might trigger a stroke or heart attack of course..

The key to answering this is your definition of "relentless". If you mean sound in the sense of being unyieldingly severe, then the answer is yes. You certainly can kill a human being using a loud, relentless noise. For further information, Google "Acoustic Weapons".
