Of course it is - it's a political cartoon - there is no point in any political cartoon that does not lampoon someone somewhere.

It's the sort of cartoon that politicians who have a sense of humour and are not too up themselves, ask for an original, and hang it framed in their study.
Why is it sexist?
No. It is a parody.

The target of the joke is Lord Rennard. No other peers, be them white or black are the target. He is targeted for the joke due to his inappropiate behaviour to LibDem ladies.

Dasha Zhukova posed on a chair of a black woman trussed up black woman in a bondage position. It was quite striking, and had ever so slightly racist and sexist undertones.

The cartoonist has cleverly taken one story and applied it to another.

Alleged inappropriate behaviour Gromit, alleged.
An indepedent disciplinary investigation said his behaviour WAS inappropriate.

Just like a football disciplinary hearing can decide a player is guilty of violent conduct and penalise him.

It does not take a court and legal procedings to decide if behaviour is appropriate or not. Disciplinary hearings can do the same function without involving a prosecution.
call a spade a spade, if he is fat, why not say so.

I would have thought by it's very political leanings it would be just your 'cup of tea', but then what they have put is in disagreement with Gromit's so perhaps we all understand.
