I don't actually know, but it's common to drink a toast to nice things - 'Health and long life to you, Land without rent to you, A child every year to you, And may you die in Ireland', that sort of thing. So I've always assumed that it just meant 'I'll drink to the sheer pleasure of looking at you'.
