Can someone bill me without my consent?
Is it possible for someone to make arrangements for a party and ask for a third party to be billed (without their knowledge)
If bills were sent to the 3rd party (ie me!),what am I legally obliged/entitled to do with them?

Let's say that you live next door to Fred. Your chimney pot falls down onto his car and he believes that you should be held responsible for paying for the repairs. So he tells the garage to send you the bill. Under those circumstances you are not required to pay the garage because the contract for services is between Fred and the garage. He must pay them and then (if he believes that he has a valid claim) pursue you for compensation.
However if Fred tells his solicitor (or perhaps his accountant) to pursue you for payment of the bill (rather than telling the garage to do so), that person will be acting as his appointed agent and they'll have the same right (or lack of it, as the case may be) to demand payment from you as Fred himself would.
