Serving a High Court Claim

If there are multiple defendants to a claim, do they all need to be served the claim /writ at the same time.
They were all sent a letter before action giving them 28 days to resolve the matter.
Defendant number 1 is investigating the issues, so I accept I will need to await the outcome of his investigation before serving claim
but
The remaining defendants have completely ignored the LBA.

Can I serve the claim on the remaining defendants, or do I need to wait until defendant number 1 has completed his investigation?
