we have a garage that acts as our perimeter face, if we take down the garage, could we put up wire to form a perimeter face, or will the neighbours next door be able to build a wall there.

The neighbours can't build anything on your side of the boundary line. they can erect most anything they like on their own side, providing it meets regulations.
hi - having done this myself i would suggest if possible to erect the fence -however temporary - BEFORE you demolish the garage and take photos of the fence awith the garage in place. This will be invaluable should the neighbours accuse you of 'stealing' some of their garden. what they do on their side once you have erected your wire fence is their choice -just hope they go to B&Q and fork out for a nice one!
Check your deeds to see if there is some kind of covenant on what boundary treatment you must have. If there is nothing in there, you can put up a boundary treatment up to 2m high so long as it isn't adjacent to a highway.
