Is it illegal to display a sign saying "Beware of the Dog" if you don't actually have a dog?!!

Wouldn't have thought so - it could be an old sign - you used to have a dog and haven't got round to taking it down
No it's not illegal, but if you have a dog and put a sign up that says beware of the dog, you are actually admitting that your dog is dangerous and you can leave yourself wide open to prosecution.
