What percentage would normally be associated as being a good turnout in a questionnaire?

what a very vague question. It depends whether you had 60 people sitting in a room and they were alll given a questionaire and told to fill it in, or whether you were stopping random people and requesting they respond to your questions. In the first one the expectation would be probably high, in the second you could doctor the figures anyway as there is np element of control on your part.
