Tenant or "licencee"?

The indoor market where I work is under threat of closure; some of the traders have been there over 30 years without contracts but pay a weekly rent. The Council's lawyers say they will not be entitled to compensation if we are closed down.

Our stalls are more units; fixed in place (i.e not taken down ever). Where do we stand on this? Many thanks.
