Is there a minimum temperature that an office can be to work in ?

A friend of mine's workplace has decided to turn all the heating off to save on money- the problem is, the door opens on to the street and people are in and out all the time so they are now all sitting there trying to work in their coats.

If you were a model, you'd have to work in all sorts of uncomfortable conditions !!
for those in an office and sat at desks its 16 degrees.

its 16 degrees for an office environment different for a warehouse or coldstore though
