Is there an upper temperature limit for workplaces?

There is a lower limit, I'm fairly sure, and I've heard of employees being sent home when heating systems have broken down in winter. But is there an upper limit? Should employees be entitled to be sent home if the office becomes too warm?

Also, who decides these limits?

There is no upper limit as far as I am aware.

I think it depends on your work environment though
