So I was pulling out onto a road from a driveway and I was halfway across the road, my left wheels were turned and touching the yellow lines and someone hit me. He told the officer that he saw me but couldn't stop. Is this still my fault, I was already halfway into the road turning into the other lane

Hi. Were you driving in UK and turning right and hit by someone coming from your left as you pulled out?

I'm not sure that pulling out of a drive is any different to pulling out of a side road- you need to make sure it's safe to pull out. (If you live on a blind bend I know that's hard.)

I saw the car coming from up top of the hill but he was going faster than the posted 25 miles an hour. He had time to lean on his horn, but he never braked and that is why he told the officer he didn't have time to stop. No one was behind him, sh he could have slammed on his breaks if he was actually going 20 miles an hour which is what he told the officer. There were no tire marks on the road, he just hit me

No, he should not have braked hard you should not have been on the road but waiting in your drive - you saw him!

So he saw you? It was his right of way, he had no need to stop.

There is no way out of this, whether your wheels were on yellow lines or not
do you normally pull out on to the road in front of cars , if the answer is yes i would change the way you drive as one day it will be a big truck that hits you and you will not survive to tell us about it.
you should reverse into your drive like any good driver would do
