Walking on a local public golf course the green keeper has started to take photos of people walking on the golf course socially. He says walkers are trespassing although a lot of the land is public footpath but that is not really my query.
My question is - is anyone allowed to take photos of anyone to the point of aggravating?

yes, if you're presenting yourself in a way that the public could reasonably see you, they can take and publish that photo of you.
Unless you're anthea turner and you're munching twix bars.
I agree with the above. If you find it irritating you...bring a camera along with you and when you see him doing it...start snapping (or pretending to) yourself!

It may provoke a funny response. It could make him stop...or it could just make a point.

To be honest it doesn't really bother me. It was just a matter of interest if they are allowed.
I do think it will lead to a fight as some people are aggravated by it and I think that is perhaps what the greenkeeper wants.
Still good video and I would like to do it to a few golfers - most are nice but some think that by carrying a golf club they are a class above!
If its a public foopath going through the golf course you could complain to the police that you are being harrassed and the police are duty bound to warn the greenkeeper that his behaviour is unacceptable. I would even suggest that if you have a child with you and he takes photos of your child he could be in danger of being called a pervert (cant spell paedophile )
The issue is more likely that people are straying off the footpath, which is probably a couple of metres wide, and should be clearly marked by the golf course organisation.

I think that is the problem no there is nothing to indicate footpaths - probably because it is not known for sure where the footpath runs.There are no signs to suggest is/isn't footpath and no fences so I think social walkers are legal.
In this situation the 'Rights of Way' organisation at the local council will probably be interested in getting involved. Very commonly, the landowner (golf course) and the rights of way people co-operate to put up signs to show footpath users the routes. Its in everyone's interests. The prpoer route will almost certainly be shown on a master map at the Authority but this is of no help to footpath users who are unfamiliar. It is pointless the green keeper wingeing about this if the route is properly waymarked. Politely ask him next time, perhaps, where the route goes, and wouldn't it be a good idea to put signs up.
