Garage overhanging boundary fence

I moved into my house 22 years ago and the neighbours concrete panel garage was already in situ overhanging the boundary fence. I have since erected a wooden fence inside my boundary and the roof and broken guttering of the garage overhangs it and the water pours onto the top of my wooden fence and is now causing it to rot. Is it too late for me to take action. If not who do I approach, the local council or someone else. Thanks
