I have recently gained planning permission for a 2 story extention on my property and would like to make it in to a 2 bed anexe/ flat to rent out , i have been told that if i leave a lockable connecting door between the too and put in sub meters instead of new supplys ie water, electric etc that i would not have to reapply for planning permission and i would not be open to any planning enforcment action is this true

Its a Change of Use, so you would have to discuss this with the planning department, irrespective of whether you retain a door in there or not.
