I have recently split up with my partner of 10 years we have had a mortgage for 3.5 years and I would like to stay in the house and buy her out. However, my partner is refusing to let me buy them out, is this legal? Can they force the sale of the house to go through against my will? Can I force them to let me buy them out?

yes and no,she can refuse to let you buy her out,but she cant force you to sell against your will,it seems she just does not want you to benefit from the house at all,so,the best way forward might be to offer her a little extra money,on top of her share.
When I bought my house with my then girlfriend - now Mrs Whicker - we were warned by the building society and solicitor that should we break up the house would have to be sold to release the equity to allow us go our own ways. Therefore this might not be so clear cut.
make your bid via third party eg a solicitor - that way she need not know it's you....
