i pay a factors bill every month for cleaning, lighting, repairs etc. but on top of that they asked for �300 when i first moved in. someone at work said that they do not legally have the right to ask for the float over and above the monthly payments i make???
Well in the UK (and somehow I don't think you are there from the terminology) landlords can ask for a deposit which is legally returnable when you leave (but isn't always returned). Not quite the same thing but it's legal.

If you are in the US I've no idea. It could well vary from state to state. If elsewhere, even less of a clue.
