Is there any way of finding out the name of the person who owns a property? The problem I have is that the address is let to a tenant so I can't just go up and ask.

You need to do a land registry check. Contact your local land registry office for details on how to do this. I believe they only ask a small fee.
You can do it online. Its here, it costs nothing to check to see if the land is registered, and �3 if you want to download the land title which tells you the legal owner. If the land isn't registered you won't be able to do it this way. http://www.landregisteronline.gov.uk/
