You may need to give a more information to make your question clear. If you use full sentences it may help. Also give us the context- is it a coursework question? Which country?
Is this about rump parliaments denying the democratic will of the people, and claiming democracy is only for parliament members ?

If parliament is allowed to do that then citizens have no say and get what liberties they are given, and no more.
I think this may be History or Political Science homework/coursework from a student in India

/// rump parliaments denying the democratic will of the people ///

The (illegal incidentally) Brexit referendum resulted in Leave - the later democratically elected Parliament led by Teresa May signed Article 50 thereby obeying aforesaid will of the people, and were left with the task of sorting it out. Until they do so it cannot be said that they defied the will of the people (or should that be the will of de Pfeffel )
//The (illegal incidentally) Brexit referendum...//

Are you suggesting that the referendum itself was held illegally (i.e. contrary to the law)? Or is your suggestion to do with the allegations of illegal practices (principally over spending) by one of the campaigns?

So if this situation (of continued extensions) goes on ad infinitum it cannot be said that the will of the people has been defied? Or do you place a time limit on their forbearance?
