what is to stop anyone claiming to have a black and white television to get a reduced charge from 145 pounds per year to 47 pounds per year ?

Nothing. It's probably no harder than claiming you have no TV at all
Because when the detector van passes by it can tell whether you're watching in colour!
I'm colourblind. Should I get a discount too?
I wonder how many households have a B&W licence. Does anyone know?
You can claim what you wish, as long as you are prepared to pay up if you are not telling the truth.
because there are now so few b and w Tv's that its not a problem to go and check that you are telling the truth.

Can't stand anything on TV at the moment....... Can I get a part refund on my licence on the grounds of an unused portion of my viewing hours? Works with the DVLA & road fund licence.. :)

We have around 27 million housholds with TV licences, so close to 0.1% are B&W
Most B&W viewers have to watch through a set top box I believe.

A year ago, it was estimated that around 13,000 homes in the uk were still watching in monochrome. Don't know what the figures are now.
diddlydo there is no such thing , they have a van with the logo on the side and drive round with two men , one driver and one in the back with a pair of binoculars ( known as the perv ) he looks at the windows of a house to see if he can see any signs of a television.

if the bbc had tv detection equipment there would be no need to send thugs round to peoples houses wanting to search the house to see if they had a television.

Black and white TV owners will still have to pay a full colour licence, if they own a computer, tablet or smartphone, on which they can watch video-on-demand on platforms such as the BBC's iPlayer, or have a personal video recorder able to receive and record programmes
you only need a licence if you watch live tv not catch up read the tv licence website
