Bicycle Locked To Railings

Someone has locked their bicycle to the railings outside my house. It has been there for two days now and no sign of the cyclist. If this bicycle was locked to a park railing the council would be very quick to remove it. Any suggestions of what i should do?

I'd ring the local police station just to say it's been dumped, and can you assume ownership. Someone may have reported it missing (the thief could have padlocked it to your railings for future use). IMO the least thing you can do is report it.
