Cath, no it isn't.
haha.... :-)
Doesn't it make you laugh when people don't read the answers...
:)
A few years ago in Greece, despite it being mandatory to wear seat belts, a taxi driver got really annoyed with me for wearing a seat belt as he considered it a slight on his driving ability.
Just a little reminder why you should wear your belt

Got to be honest, I didn't read them before I posted my answer. It does make me laugh when people provide an answer they seem absolutely certain of when it is completely wrong though.
sorry for the double post
Lol Cali. I might start telling my passengers if they trust me they won't wear a seatbelt.
Those old estate cars used to have a single front seat that went across the whole width of the car so we could get a driver plus 2 or 3 on the front row if we all squashed up. I think some of the smaller kids sat on the floor and usually someone had to lie across some of the seated passengers, and of course the estate 'boot' could hold a few of us.
How we used to fit the picnic hamper, buckets and spades and beach cricket/rounders sets in as well I'll never know!
I've managed 8 people in a Mk1 fiesta :)

although this is going a bit off topic from the OP now.
I presume drivers can't be expected to be looking behind them to check that passengers haven't undone their belts, they're supposed to be watching the road. So it's the passenger's responsibility. The exception for those under 14 is that as a parent/guardian you're in a position to order them to buckle up and tan their hides/withhold their pocket money if they dont.
The OP has been answered :-)
cath never reads previous replies *sigh*
Tagging on from this and that ad, be careful about UFO's in the car. Books, handbags, full water bottles and unsecured pets all turn into lethal flying weapons under high speed braking. Secure them or put them on the floor and make sure that ickle pups aren't allowed to wander up and down the rear parcel shelf looking cute or sat unrestrained on a passengers lap or on the seat. You will kill them in a very nasty way if you have to brake hard or are in a collision and they may kill you or a passenger as they fly and die :-(

And wheel barrows. ;)
