Compensation from the police.

Approximately 30 mins ago I turned on my laptop that has been held by the police for 2 1/2 years. ( totally exonerated from any criminal activity) the screen is broken. Half of it is completely blanked out. Can I claim compensation from the police? The laptop was in perfect wofking order when it was taken.

Make a claim.
Not sure if this will help much (or how up to date/relevant) but check out section 3.14.1 which suggests any damage should be noted when taken if you need back up proof for a claim, could be a general policy or force specific but imagine they are similar for other forces if so:
