My current employer makes us sign a new contract each year. mostly around the time of a pay rise is this legal?

Yes
In any event, the terms and conditions of your contract of employment is updated every time you do get a pay rise - typically by receipt of a letter saying Dear X, from Y your new pay will be Z. All other conditions of your contract remain unaltered.
