if a car is driven on unadopted roads is tax required?

An unadopted road which forms part of the public highway is subject to the Road Traffic Act. Only if the road is truly private i.e. to which there is no public access would you legally not require a valid tax disc.
E.G. a Byway.
You're not allowed to take a car onto a RUPP, Bridleway or 'Restricted ByWay' anyway.
