Hmm, the actual offence is failure to display so technically no you are not covered until the disc is on your car...but I am not sure whether if the police look you up on the database, it would show you covered.
If you are more than 5 days (?) after the expiration of your last one with no new one to display, I believe that you can get booked, even if it is *in the post*.
From past experience your vehicle will be taxed but you can still be fined for failure to display a valid disc. Still, only £60.00 plus a first class stamp to appeal to a "higher authority".
There are instructions regarding that on the DVLA site - but I can't for the life of me remember what they say.......sorry.
Yes you are and if an anpr camera picks you up it wont flag, but yes failure to display is technically an offence ,it is extremely unlikely to result in prosecution though, as any sensible magistrate would throw it out when given the facts
It is an offence to keep a vehicle on a public road without an excise licence in force to cover the vehicle on the day in question. It is not an offence if it can be shown that an application for a further licence had been made before the previous licence expired and the new licence would have covered the day in question.

It is also an offence to keep a vehicle on a public road in respect of which vehicle excise duty is chargeable and there is not fixed to and exhibited on the vehicle a current licence. The offence is one of strict liability, so that it is committed even if a licence, which had been fixed, falls to the floor.
