How would my mother change the deeds on her house over to myself and my brother. She is moving into a council house due to medical reasons and would this effect any benifits she is entitled to.

In effect she would be giving away the house. I don't think she would then be able to claim any help with the rent on her new council home.
A solicitor could advise on changing the names on the deeds.
