MIssing Certificate

Trying to help a friend's niece, she passed her NVQ level 2 in Childcare in 2000 through a private facility. After qualifying there was a lapse of time while she did other work but in the meantime she had never received her certificate and the company subsequently went out of business. She has tried to obtain a certificate from the City and Guilds replacement service by paying a fee, unfortunately they wrote back saying they were unable to trace her pass as it was so long ago. She has been very fortunate to find a job working with children and the nursery are willing to facilitate her taking her NVQ 3 however she is desperate to find a better position instead now, the big hurdle is having no certificate. Can anyone suggest any other way of pursuing a replacement certificate, surely her qualification cant be written off. Thanks for any help.
