In a recent discussion regarding conscription, it was suggested you could avoid conscription by joining the Merchant Navy, but had to stay at sea until you were 26 years old, but no one checked up to see if you ever went to sea
was this a fact?

Not a fact. Checks were certainly made and so they should have been.
