I parked outside a shop and a tile from their roof slid off and hit my car. They are refusing to pay for the damage as I cannot prove negligance!
Do I have to?
Would not public liability insurance cover an incident such as this?

call your can insurer for advice
............ or even your car insurer.
Public liability insurance does cover this and a shop would must likely hold such insurance. I assume your insurer will give you advise but it probably will involve writing to the shop-owner asserting what happened. You took photos at the time, I trust?
The tile falling is not an act of God. It was loose and slid off. Surely the building owner would understand this. By any chance, did you keep the tile as evidence?
