I would ask the police what they are basing their advice on. I used to use my car to carry in patients and equipment to and from hospital. I got paid mileage on which I made a small profit and all the insurers i was ever with said full business or class 1 business
I'd listen to your insurance company, it's them that will be paying out in the event of an accident, not the police.

Detail your requirements and what you'll be doing with the car and get it in writing from them you have the correct cover.
