Can a parking ticket for parking on a double yellow line in a residential street that has no parking restriction notices visible in any part of that street be issued at 2:03 in the morning?

"street that has no parking restriction notices visible "--i assume you mean does not have "parking restriction notices"--anyway the parking restriction notice is the double yellow lines--"no parking at any time", so yes a ticket can be issued--
Of course it can! Double yellow lines mean no parking. Did you actually pass a driving test?

Parking restriction notices are only necessary when there is a single yellow line meaning parking restriction applies some of the time.
