The cancellation fee will have been part of the Terms & Conditions for the Agreement your sister signed when she purchased the insurance cover. This fee will not be automatically negated by your sister needlessly paying her premium after cancelling the policy, but if this is a case where the insurer took payments in error after the cancellation then your sister should attempt to reclaim those premium payments.
