Do Sky Charge for an Engineer to Come Out to Fix a Problem?

Depends what the problem is.
Ring them some problems they can fix over the phone.

Yes, I rang them and they gave me instructions to try and fix over the phone but, they said that I needed an engineer to come and fix.

There is no signal at all :-(
No signal isn't really a fault, it's a symptom.

If the engineer comes out and finds there is no signal because you've unplugged the lead, or cut it in half with a hoover etc etc they will charge. if it's because of, say a faulty box for example, they wouldn't charge.

surely asking them while you were on the phone would have been the easiest option.
If you should have a problem ,just say that you have had an offer from BT Vision or Virgin
Although in all the times I have had an engineer here there has never been a charge ,I think that Sky are Superb.So I suppose the answer is No
No they won't charge unless it's something you can easily do yourself over the 'phone with their customer service personnel. From my own experience I have found that you have to 'phone perhaps several times to get any proactive sense from 'customer service personnel' to sort a problem. Usually if you turn off at the mains and re boot it can sort the problem, however, if after several attempts it doesn't work, call the provider and be prepared to be patient!
