recently wore a pair of black boots [leather] that I last wore in the snow, they polished up ok, but after a while some white marks appeared. Is this from the salt that was put down?

Re-polishing works OK but it still re-appears. Does this means good clean with saddle soap to remove the old polish and salt?

sorry mean to be in home & garden!
try a little vinegar on the marks or just a bit of a scrub with some detergent allow to dry then try polishing again
saddle soap will do it, also washing with a weak bicarb solution. Rinse well if you use the bicarb
Wiping the stains with lemon juice will work, too.
