Is NHS dental treatment same for everyone?

I know NHS offers a 3 tier system of paying for treatment depending on what you need done but is this available to all? i.e. British and non British citizens?

It should'nt be...if you are abroad on holiday and you need medical care ... the first thing they want to check is your credit card.
NHS entitlement has next to nothing to do with citizenship. It's based almost entirely on residence.
Its based on whether the individual has recourse to public funds. A non EC citizen would have to be resident legally for over 2 years to acquire settled status which might give recourse to public funds, but their are some, very few, exceptions. Emergency medical treatment is free for anyone.
