When kids bikes are said to be 12, 14 or 16" in size, is this the wheel or frame size, and is it a universal measurement? ie. if two bikes both have 16" wheels will the frames be the same size, and therefore fit the same child equally?

bike measurements are frame sizes
Most bike manufacturers have different wheel and frame sizes for the same model.
So, two bikes with same wheel size don’t have for sure the same frame size.
Better if you take the child to the store and choose the bike that best fits (wheel and frame).
