The height of the observer and the distance from the refracting rain causing it. Rainbows have two main radiating angles (could be wrong about the numbers but my memory says it is 22 and 46 degrees....will look it up), so the size of an observed bow is determined by a radiant cone from the refracting object to the observers eye set by these angles.
