i think u have to be 17 to apply for a provisional licence but it depends on what ur going to drive ie if u want to drive a moped or bike u can apply when ur 16 and it also depends on where u are

16 but you can only ride a moped, 17 to drive a car

Not just a moped, you can drive a >50cc motorcycle or scooter at 16 with a provisional licence and Rider Training, & there are also special consideration cases for the disabled.

U can apply as early as u want, you just wont be able to use it until you're old enough.
