Adjustable thermostats on radiators ..

Please, in laymans terms, can someone explain the relation that adjustable radiator valves have in central heating circuit ... whats the best / optimum setting for the valves, the thermostat and the temperature output of the boiler water ...

Cost efficiency is what i am going for but I also dont want to be cold !!

There is no definitive relationship between the markings on a thermostatic valve and the room temperature, apart from the snowflake setting, which Irrespective of make opens the valve if there is a danger of frost. Room temperature is accepted as 68 degrees F or 21 degrees C. The radiators should be sized to allow for that. Open the valve to a setting just below the maximum, put a room thermometer in the room and shut the door. Leave the room, with the heating on for a few hours. The valve will switch on and off keeping the temperature steady at the setting chosen. Go in and read the thermometer. That will allow you to adjust the temperature accordingly. It can keep the room cooler but will obviously not make the room hotter than the designed temperature.
