sorry to define my earlier question the paint was on outside of house that was peeling off?

Paint peeling from exterior walls is nearly always caused by moisture wicking through from the underside of the painted surface. My guess is that sufficient vapor barrier was not added to the house when the siding was added. The moisture can also come from window and door frames if they're not well caulked. The point of entrance for such moisture can be a long ways away from where the actual paint peeling occurs...
