How does spraying water on flowering trees protect them from freeze damage?

From what I can gather. You spray the trees before the frost sets in and the water freezes more gradually than a thin layer of frost would, owing to it's bulk. This ice layer prevents moisture being lost from the tree which otherwise can accelerate the damage.
