Noisy taps

I have a mixer tap in the kitchen and when I turn it on it makes a screeching noise until it reaches full power.
I have replaced the washer twice but it made no difference.
Any suggestions

Some times a pressure reducing valve in the cold supply is needed if the taps are ok.
