If modern physics posits the existence of parallel universes, each one different, does that mean there would be a universe with no parallel universes?

No. Parallel universes are only different within themselves, and have no effect on the physics of anything beyond their own boundaries. The state of having parallel universes is not a feature of the universe itself and hence would not be one of the things that is 'different'.
Rhort - How do you know? Is there something the rest of us don't know about? Is the Government keeping more secrets that they in their infinate wisdom we are not capable of diseminating? The public has no need to know because we might panic? We are elected so we know better syndrome?
If there is a multiverse in which there are lots of parallel universes, then the physical laws of that multiverse may allow the simultaneous existence of some parallel universes which have (or perceive or postulate the existence of) parallel universes, as well as others which don't, without there being a contradiction. The application of the strong anthropic principle (for example) would allow our universe to have parallel universes (because we have the brain-power to imagine their existence) but also the possibility of a universe which is barren, lifeless, mindless and therefore with no ability to construct or imagine parallel universe.
