1 inch - unless you count Half inches or quarter inches
Perhaps one sixteenth of an inch is what is wanted (?)

'Imperial tape measures shall be graduated to allow any length up to the nominal length to be measured to one sixteenth of an inch. '

When I was in engineering I had a vernier micrometer that could measure to one ten thousanth of an inch. Any advance on that.Lol.
as a technical guy, i think it's micrometer. there's even an aparatus/ instrument which you could use to measure up to the smallest detail. it's the vernier caliper.

I honestly thought that the smallest "imperial" unit was an inch.
I was planning to use it in a quiz that I am setting but now the question will be "In Scotland what kind of geographical feature is an "inch".I think I'll be safer on that one.!!!!!!
