You can request that the recipient sends you a receipt when they have read your mail. If you are using OE, go to Tools, then Options and finally Receipts. You can set it for just one particular mail, or for all your mails, but the latter can get a bit overpowering if you are sending a lot!

That doesn't of course guarantee that you'll get a receipt. I for one, have set my e-mail client to automatically reject all receipt requests.
