During my descent to MRS in France the captain partially raised the speed brakes to slow us down.Is this normal procedure?

Depends if his approach speed was too fast.

It means he got you there sooner that he might have!
No.
Totally normal procedure. In jet transport aircraft the maxim is you can't go down and slow down at the same time therefore, if required to slow the aircraft while descending the speed brakes assist. By the way, these wing panels also 'pop-up' on touchdown to cut the lift on the wings to assure weight on wheels for adequate breaking...
