I have purchased a new car and on our existing car we have a personal number plate, I rang DVLA to enquire on the process of changing the plate from one to the other and was told they could do it while i wait, upon arriving at my local DVLA they inform me it will take 7 working days (and i went the day before good friday so, friday and monday was not included), so i paid my money to tax the new car and for the transfer fee. we were wanting to go out for the day this weekend, could anybody advise me of the risks/penalties involved if we decide to go out and get stopped by the police, i do have insurance.

They can't do it over the counter anymore, they keep changing it! If you don't have the correct plates and paperwork in order you are not insured.

If you taxed your car with the reg number on the car when you bought it there is no problem!
