my hot water tap runs slow- why?

we have a combi boiler and the hot water tap runs cold on everthing- bath, sinks and shower. the water also constantly goes hot and cold. the cold water tap and pressure are fine and there are no leaks. any suggestions would be great as it is now running slower then ever. the boiler is less than 2 yeas old
